Peel the potatoes and place them in a saucepan, boil them until tender. Drain the water after cooking them. Add the milk, butter, and salt, and pepper, and mash with your favorite potato masher. Scoop the mashed potatoes over the ground beef mixture. Spread evenly to cover the meat mixture. Top with shredded cheese, bake uncovered until cheese melts, about 30-40 minutes.
